People who move to Serbia rarely struggle with any single step. What catches them is the order. Address registration before the permit, the permit before the bank, the bank before the company, or the other way round, depending on why you came. Get the sequence right and the first year is calm. Get it wrong and you spend it repeating things.
The first 24 hours
Your stay has to be registered within 24 hours of entering Serbia. In practice everyone calls this the white card. If you are in a hotel, the hotel normally does it. If you are in a private apartment, rented or borrowed from a friend, it has to be arranged separately, and that is where most people are caught out without realising there was anything to do.
This is not a formality you can catch up on later. Applications for residence and for every extension rest on your stay being properly registered.
The first month: your ground of stay
Serbia does not grant residence in the abstract. It grants it for a purpose, called the ground of stay. Employment, business, property ownership, family reunification, education. Choosing the right one is the decision that shapes your document list, your timeline and what the permit lets you do once you have it.
If you came for a job, that is the single permit for residence and work. If you bought an apartment, ownership can be your ground. If your partner is here, family reunification. It is worth half an hour with someone who knows the difference, because changing course later means starting the file again.
The first three months: documents from home
Whatever your ground, the slow part is the same: certificates from your country of origin. Birth certificates, marriage certificates, sometimes more. They usually need certified translation into Serbian, and depending on the country of issue, an apostille.
Order them early. Not after the consultation, during it. Families in particular underestimate this, because every member needs their own set and the certificates have to arrive from wherever each person was born.
Then: the everyday infrastructure
Once your status is moving, the ordinary things follow.
- A bank account. Rent, utilities, salary. Requirements differ from bank to bank, so go once with the right file rather than three times with the wrong one.
- A registered lease. It serves your address registration and your residence application at the same time.
- Health insurance. Required in most employment cases and worth having in all of them.
- Schools or kindergartens, if children are moving with you.
The rest of the year: keeping the chain unbroken
Here is the part nobody thinks about in month one, and everybody thinks about in year three. Permanent residence can be applied for after three years of continuous lawful residence. Continuous is the operative word. A permit that expired two weeks before the extension was filed can break the chain you have been building, and the count starts again.
So put your permit expiry date in a calendar the day you receive the card, and set the reminder for two months before, not two weeks.

- Diarise every renewal, and never let a permit lapse.
