Ask ten people how long a Serbian temporary residence card takes and you will get ten numbers. The reason is that most of them are answering a different question. Some count from the day the file was submitted. Others count from the day they first thought about moving. The gap between those two dates is where the whole story lives.
The decision itself
Once a complete application has been filed, a decision commonly arrives within about a month to two months. Employment cases filed through an employer often move at the faster end of that. Cases with a missing document sit until the document arrives.
That is the part the authorities control. It is also the part you have the least influence over, which is exactly why it deserves the least of your attention.
Where the time actually goes
Documents from abroad. Birth certificates, marriage certificates, and anything else your ground of stay requires. Requesting them, waiting for them, then having them translated by a certified court interpreter and, depending on the country of issue, apostilled. For many applicants this is four to eight weeks on its own, and none of it can start until you know which documents you need.
Choosing the wrong ground of stay. This is the expensive mistake. If a file is built on the wrong ground, the work is not delayed, it is wasted. The documents for employment are not the documents for property ownership.
The employer. In employment cases, part of the file comes from the company in Serbia. A responsive HR department shortens your timeline by weeks. An unresponsive one lengthens it by the same amount, and there is nothing you can do from abroad except ask again.
Address registration. If your stay was never registered within 24 hours of entry, that has to be sorted before anything else stands on solid ground.
A realistic plan
Counted from the first conversation to the card in your hand, two to three months is a sensible expectation for a straightforward employment case where the documents are obtainable. Family cases with certificates coming from several countries take longer. Cases where someone has already filed once and been refused take longest of all, because the record has to be repaired first.
If someone promises you two weeks, ask them which of the steps above they intend to skip.
How to make your own case faster
- Get the ground of stay confirmed before you order a single document.
- Start the certificates from your home country on day one, not after the consultation.
- Ask for the document list in writing, and tick it off item by item.
- Register your address within 24 hours of arriving, every time you arrive.
- File the extension months before the permit expires, not weeks.
What the card gives you
The temporary residence permit, issued in employment cases as the single permit, can be granted for up to three years. Time on an approved permit counts towards the three years of continuous lawful residence that open the way to permanent residence. One thing it does not do, despite what you may read: it is not a Schengen residence permit and it does not by itself allow you to live in the European Union.
